Administrative power and responsibility of CEC
 
Searching alternative funding from government, non-government organisations, private organisations, to mention a few, to improve the services to dairy farmers
Appoint veterinarian and other professionals and decide their salaries and benefits
Collection of income and dues of Branch Foundation and invest those accordingly.
Promote activities of the CDVF and make public propaganda.
Evaluation and justification of the activities of Branch Foundations.
Development of the infrastructure of CDVF and its extension
Approve the budget of CDVF and manage and monitor income and expenditure according to the approved budget
Revaluation and approval of the budget of branch foundations
 
The power and responsibility of CEC and its members

a) The Chair

By constitution, the Chair is the chief of CEC and he/she executes his responsibility according to the constitution. He/she presides over all meetings of CEC and general council. He/she advises the Executive Director. The Chair reports to CEC and general council. He/she approves the appointment of Executive Director, Director (Finance & Administration), Director (Research and Development), Director (Cooperatives and Development), Director (Human Resource Development) and Legal Advisor recommended by the appointment committee. CEC form an appointment committee for a term not exceeding two years. The Chair shall not receives any financial benefit from the CDVF.
 

b) Executive Director

CDVF appoints an Executive Director. He/she enjoys salary and other benefits created by the CDVF based on his/her skills and qualifications. He/she serves as the Member-Secretary of the CEC and do all executive tasks decided by the CEC under supervision of the Chair. He/she is accountable to the Chair and through the Chair to the CEC and the general council. He/she monitors the activities of all Directors. He/she calls the meeting after approval of the Chair. He/she presents any topic in the meeting with the approval of the Chair. He/she takes all necessary measures to maintain the assets of CDVF with the approval of the Chair. He/she presents the annual report to the general council meeting. He/she is the Spokeman of the CDVF.
 

c) Director (Finance and Administration)

The Director shall keep records of income and expenditure of CDVF. He/she will keep records of all financial dealings. He/she will deposit all the money in a merchandize bank with the approval of the CEC. He/she will prepare the annual budget under the directives of the Executive Director and submit it to CEC for approval.
 
d) Director (Research and Development)
Director (Research and Development) conducts all research activities of CDVF. He prepares new up-to-date proposal on dairy research according to the direction of the Executive Director and approval of the Chair. He/she implements research projects of CDVF and publish research findings in journals. He/she introduces new or improved technologies into the dairy industry after approval of Executive Director. He/she takes necessary action to make liaison with national and international research organizations. He/she edits and publish magazines of CDVF.
 

e) Director (Cooperatives and Development)

Director (Cooperatives and Development) takes initiatives and help registration of farmers associations under different Branch Foundation and monitor the activities of such associations under the directives of the Executive Director and approval of the Chair. He/she takes necessary steps to enhances the activities of farmers associations and ensure all the field level services with the approval of CEC. He/she evaluates the activities of associations and awards them accordingly. He/she is responsible for supplying drugs, vaccines and other related materials to different farmers associations. He/she signs contracts with various national and international societies for fund raising and transfer of technologies.
 

f) Director (Human Resource Development)

Director (Human Resource Development) appoints foundation personnel with the directions of the Executive Director and with the approval of the Chair and will train them to improve their professional and administrative skills. He/she evaluates the skills and experiences of personnel below the rank of Director and take necessary steps for their promotion and increment of salaries through the Executive Director and approval of CEC. He/she makes list of Foundation personnel for higher training and sign necessary contracts with national and international organisations accordingly.
 

g) Legal advisor

Director (Human Resource Development) appoints one lawyer for CDVF or separate lawyers for Branch Foundations on contract basis according to the direction of the Executive Director and approval of the Chair. Legal Advisor provides legal support to the Foundation and its members whenever necessary or willingly if necessary. However, such advice is not obligatory to the Executive Director or any Foundation personnel. Legal advisor plea for CDVF in the court. The Legal Advisor of the CDVF enjoys the rank and status equivalent to a Director.
